Playing Games With Parents’ Rights

 Democratic members of the U.S. Senate are using parliamentary gimmicks to thwart the will of the Congress – and the American people – in an attempt to block passage of a bill that would guarantee parental rights where their daughters’ medical care is concerned.

Values voters’ action is needed this week to counter these obstructionist tactics.

The Senate last week passed the Child Custody Protection Act with a bipartisan majority of 65-34, with one member not voting. The bill would assure punishment for anyone who transports a minor across state lines to get an abortion, if that action circumvents a state parental-notification or parental consent law. The House passed a similar version of the bill last year, so a conference committee is required to reconcile the two versions of the bill before it can be sent to President Bush for his signature. Senate Democrats are blocking the appointment of a conference committee. This late in the current session of Congress, such an action threatens to kill the bill.

“This is an outrageous tactic, and everyone who values the sanctity of human life should be boiling mad at the Senators who are trying to prevent this common-sense bill from becoming law,” said Pastor Rod Parsley, founder and president of the Center for Moral Clarity. “Last year a Gallup Poll showed that 69 percent of Americans favor laws requiring females under 18 to get parental consent before having an abortion. This bill simply provides federal penalties for breaking those laws. Essentially these obstructionists are encouraging people to break laws that are popular even among people who believe abortion should be legal.”

“What’s even more maddening is that some of the people who are preventing the appointment of a conference committee actually voted for the bill. These Senators should not stand in the people’s way when it comes to defending life and supporting the rights of parents to be involved in their children’s lives.”

Fourteen Democratic Senators voted for the Child Custody Protection Act. It’s important that they hear from CMC members and other believers. Please contact them by phone, fax and e-mail to tell them they should help this bill become law by permitting a conference committee to form. These Senators should be thanked for supporting the bill and encouraged to press the Democratic leadership to allow the appointment of conferees so the differing versions of the bill can be resolved.
